As someone who like views from high up and the top, decided to visit Mt Rokko Tenran Observatory. You will take the traditional scenic ropeway up for around $10 two ways and get to enjoy views of both Kobe and Osaka (famous spots like USJ). This is a good way to spend time at Kobe in between the Kobe beef meals. There are also souvenir shops and cafes here, recommended time to spend -3 hours
