My flight arrived in Noi Bai on Friday afternoon, and the regular lane was incredibly long, so I was glad I could go to the VIP lane! When I arrived in the morning, it was empty and I was able to get through immigration in about 5 minutes, so I don't think you need to pay extra! It's all down to luck though! Lol I chose Japanese, but the staff didn't speak Japanese. However, they kept me in touch via WhatsApp at all times, so it was smooth!
